idx: Membership "Donations" wtf???

Ok. So my alliance keeps asking for resource donations. At this stage. Whatever. I know it's because it's either:

a) A noob alliance with a few aggressive high-pop Tuets

or

b) A noob alliance controlled by a few aggressive high-pop Tuets who would suck the noobs dry and then pick up the best and leave.

or

c) It's sim-city idx culture.


I'm kinda hoping it's b.

Anyway, I just got an IGM asking for a minimum 200-1h worth of resources for "pembayaran kontrak selama tinggal" (contracted payment for your stay). WTF.
